Constitutional change: Amendment of Article 12

The diocesan Committee on Constitution and Canons recommends a change to Article 12 to conform with the process we have been using for several years. (Currently the Convention must suspend the rules in order to conduct the election of delegates and alternates for provincial meetings.)
